What is Other Transaction (OT) Authority

An Other Transaction Agreement (OTA) is an acquisition instrument which allows the Government to enter into transactions “other than” standard contracts, grants and cooperative agreements. Put simply, OTA enables the DoD to function more like business.

Through its OTA with the Navy, NASC gives members a streamlined way to compete for and execute Government-funded projects. The OTA model enables faster awards, flexible terms, and direct collaboration between innovators and program offices.

NAVY OTA

NASC helps streamline the acquisition process through Other Transaction Authority (OTA), connecting members directly with the Navy for rapid technology development and deployment. The OTA process accelerates timelines, reduces red tape, and ensures that mission-critical technologies are delivered on time to meet the Navy’s evolving requirements.

The Government Requiring Program Office (RPO) creates a Statement of Need (SON) outlining the problem and desired solutions.

The Government releases a Request for White Papers (RWP) to NASC, notifying members of the opportunity.

Members submit white papers detailing their technical approach, project team, and estimated costs for review.

The RPO evaluates white papers and selects the best fit for the project.

Selected NASC members collaborate with the RPO to develop the Statement of Work (SOW).

A Request for Proposal (RFP) is issued, and members submit detailed proposals for compliance review.
